Vision and Values
‘Vision and Values – a call for action on community nursing’ was published by the QNI in 2006.

The report was based on a wide-ranging series of consultations. We met with groups of district and community nurses and with district nurse educators. We also received written comments including, through the generous help of the Association of District Nurse Educators, from many students currently undertaking district nurse training.
We asked these nurses to draw on their experience to identify changes that had occurred over the last five years, to consider what they thought would change in the next five years and what was needed to enable them to continue to deliver high quality care in the future. Four key themes emerged:
- Professional and role identity
- Vision and leadership
- Engagement and influence
- Image and profile
Since the report was published, the QNI has taken action on each of the key themes above:
Professional and role identity – we have re-introduced the title of Queen’s Nurse to highlight the key characteristics of good community nursing: commitment to improving care, continual learning, and excellent patient relationships;
Vision and leadership – Queen’s Nurses' learning sets help them develop as leaders and role models; we have also nominated nurses to key national working groups; we are seeking funds for a new leadership development programme;
Engagement and influence – we set up the Community Nurse forum, now more than 400 strong, which has responded to numerous Government consultations, and provided members to policy working groups;
Image and profile – we have helped nurses to publish articles in journals; we have also produced a new ‘Careers in the Community’ CD Rom to showcase the diversity and complexity of nursing roles outside hospitals.
